I'm not sure how to respond to this. Are you asking if we are creating a physical vacuum here on Earth? As in, space is a vacuum, so if we send something from here, something from there will appear down here?

Absolutely not. Space is a vacuum environment, Earth is not because of its atmosphere. You can't exchange one for the other by launching things into space.
