Not any more it doesn't. In fact, the Second Russia-Africa Summit made that painfully clear. The war has been hitting Africa hard and exposed Wagner's crimes in many locations.

Hence why several African leaders have come together to try and convince Putin to withdraw, which was also made clear during the summit.
Also, Putin is not attending the BRICS conference BECAUSE of the ICC warrant. Clearly, he fears arrest, as he should. He'll be attending virtually, speaking of isolation.
