Of course they did, but there's not a shred of evidence supporting this notion that the CIA is responsible for the Maidan Revolution or the war. In fact, it's total projection from Moscow, which has been trying to restore its puppet regime in Kyiv since 2014. Putin even admitted as much, saying that this war is about restoring the USSR and the empire of Peter the Great:
Also, Nuland's statement is irrelevant. All she did was swipe at the EU and say that the UN should be working with Klitschko's party because the US liked him. And seeing as how Poroshenko was elected hands down, any notions of there being a conspiracy here are baseless.
